Kihelkonna was the center of Medieval Saaremaa. A considerable harbour set on its
shores and a road connecting the island with the main land situated close by. The
original plan was to erect a tower as well, and one which was suppose to serve as a
fort, but the building was interrupted by the Estonian rebellion in 1261. The current
tower, serving as a light house too, originates from the 19th century.
