Infantry Regiment 200, the Finnish Boys, was a unit in the Finnish army during World War II made up mostly of Estonian volunteers who preferred to fight against the Soviet Union in the ranks of the Finnish army instead of Germany's.

The memorial is set by a common grave of those fallen in Narva in 1918–1920, in the battles of the Independence War. The memorial was destroyed in the II World War – like most of old Narva – but restored in 1996 – not like most of old Narva.

The memorial is on the Seminari square in Võru and is dedicated to the Võru people who perished in the ferry disaster on the stormy night of 28th of September 1994. The memorial was founded in 1996 by famous Estonian sculptor Mati Karmin.
